Unfortunately, striking up a conversation is harassment of sorts to some women at the beach, while to others its not. You learn to read the tell tale signs - which women want to be left alone and which women are OK with talking to strange men. Just consider, first of all - where do they choose to sit? Way back behind a rock or right up front? Anyway, my approach would be to hang back and see how they respond to others before approaching them. Also, a lot of guys are overly polite and respectful at first in conversation which seems to be a safe way to go. But it can be a crap shoot because women vary so much. Also consider your age relative to them. There are no written rules in this area other than to respect others desire to be left alone. If you don't do that, then thats harassment in my view.

On the other hand, there was the pair of girls I sat next to last summer at Wreck Beach. They were out to have a good time and they kept yelling at guys nearby to take their trunks off. Not voyeurs, just other young guys that were partying but not nude. I thought abut how rude that would have been considered if the sexes had been reversed. Anyway, if you come across women like that at the beach, your chances of scoring rather than harassing are much better.
