It is rare to find a beach in Mexico that is both public and open to nudity. Mexican man simply go berserk when such happens. You will find the "chollos" as I call them here in the states, particulary in southern Calfornia, which are basically groups of Mexican men that walk up and down nude beaches wearing long slacks, long sleeve shirts (unbuttoned to show off their tiny gold chain and crucifix), work boots, and a lot of cologne thinking they are "cool". They come in groups of four to ten, and it is a "men's" outing as three generations will be represented in the same group. They will tell you they go because it is cheaper than a nude dance club.
Same thing with Mexico. First, it is ultra conservative & Catholic, and therefore, open nudity is a not only illegal, it is a sin. Second, the men are cut off by this repressed attitude from viewing nude women such that the mere thought of a women *completely* naked at an open, public beach will have them there like flies to horse dung. I know this as I was with a woman at Love Beach in Cabo San Lucas on the Pacific side, we doffed off our suits, and the local men were on top of rocks shouting, whistling and going more nuts than the primate cage at the zoo during feeding time.
Full nudity is found at a few resorts, including Whale's Inn in Loreto, which is up the coast on the Sea of Cortez side. But occupancy has been dismal, and you may end up being naked in the hot tub with just yourself and an overweight trucker with his healthy bride from Deluth.
I will say I found a nudie spot once in Oaxaca on the beach at Puerto Escondido. However, nudity was rare, although the surfing attracted international talent from around the world.
