I don't see it as a political battle; rather, one righteous and domineering woman that wants to make a mark showing others she's in charge.
I pulled the following off of Wikipedia under "San Onofre Beach":
"As of May 2008, Ruth Coleman, Director of California's Department of Parks and Recreation, has revoked the application of the Department's Cahill Policy, as it applies to clothing-optional portions of San Onofre State Beach in San Diego County. Rangers have been told to begin "educating" beachgoers, starting June 1. The issuing of citations for nudity in the traditional clothing-optional area will begin September 1, 2008."
The Cahill Policy was adopted in 1979 by the California Parks and Recreation indicating that citations would only be given upon complaint. One guy was later cited by cops with the argument that the cops had warned him once, and the following day he was cited. A California appellate court later ruled that the complaint *must* come from a citizen, not law enforcement. After that ruling, nudity and certain State Parks such as San Onofre or Blacks became commonplace, and law enforcement left them alone.
Coleman unilaterally rescinded the Cahill Policy claiming San Onofre was becoming to popular. The bullshit about this argument is the length of the park which stretches for many, many miles, and the nude area is at the very farthest southern end. There is about a 1/4 mile stretch that is NEVER used between the southern end and where the clothed beach goers are. A simple sign warning of possible nudity would be more than adequate to prevent accidental encounters, and the beach is so large, the nude area does not take up any precious space.
Further, the nude area is packed and very dense when compared to the rest of the beach, which is less dense. And I've never seen a single nudist wander down the long stretch onto the clothed area.
I have to believe it is the Camp Pendelton, the marine base, which is dictating to Parks & Rec. what their policy should be given they've been battling the nudists for years. Although I support our troupes and have personally raised a lot of money for returning vets, I am constantly angered by the dictatorial, demanding and pompous attitude of military leaders.
Okay, now I'm venting, but I'm really pissed about this one.

And in case you didn't know (since you brought it up) the state of CA is overwhelmingly controlled by democrats. The ones that stupid voters keep returning to office (even though they continue to screw their constituents over and over), and the people that they appoint to offices like the Public Parks Director that wants to stop you from having your good time.

: Its funny, but in the few times I've been to San Onofre in the past, the beachgoers there always struck me as being very - how should I say it? -sort of "Frankie and Annette" conservative? Anyway - a bit more conservative than your average nude beachgoer elsewhere.
