The places that I mentioned are naked places, so yeah, at least some of the dancers would be either topless or fully nude. If dancing nude fits your definition of "erotic dancing", then we have a match.

Naked dancing to drum circles is more common at pagan festivals than on beaches. For example, Burning Man, OCF, Beltane fire festival to name a few have them. I've taken pics at OCF of this.

Wreck Beach is one of the few beaches where I know for a fact there can be drum circle naked dancing. But it isn't a regular occurance anymore. In fact, it getting rarer.

People dance singly or in loose groups, not as couples.
