I live in Miami and go to South Beach regularly (I was also on Haulover all day Saturday). While it is true that since SB had become better known and consequently attracts more US tourists with their Mid-Western mores, there is less toplessnes than there used to be. However, during the summer when there are more European tourists, the toplessness ratio increases. Additionally, it increases expotentially. On a good hot day, when enough Europeans take their tops off, other shyer women will follow suit (sans suit). As the numbers of topless women increase, others are encouraged to join them and even the Americans will eventually shed their inhibitions. On a good day, once the tipping-point is reached, you will find yourself surrounded by women running in and out of the water in just their thongs. It is on such days that it is glorious to be alive and living in Miami!
