The concept of topless beach doesn’t really exist in the UK - you are free to go topless - or not - almost wherever you want, so it just depends who is on which beach on which day. Brighton and Bournemouth will both be crowded on a hot day (there is about a 50% chance of good weather June to August), we think Bournemouth is a better beach/place but that’s just our preference. It’s really completely random what women will be where - there isn’t the need here for topless women to congregate in one place.
