Technically speaking, all beaches in New York State are topfree. A lawsuit in 1992 declared that - basically - it's a matter of equality before the law that any place it's appropriate for a man to go topfree, it's legal for a woman to do the same.
Personally, I love this state.
I have seen topfreedom at Brighton Beach (being a more russian influence). I know of this happening at Jacob Riis too. If you're in Brooklyn, I'd HIGHLY recommend getting on the LIRR and heading out to Robert Moses. There is always some women taking advantage of topfreedom there, generally between the various beach fields where the crowd thins out. All of these people are in the minority, though. If you want to be amongst larger Topfree crowds, you'd have to go to Lighthouse at the far end of Robert Moses, which is clothing optional.

: Do we have any topless beaches in New York City? Coney Island? Brighton? Rockaway Beach? I heard that you can go topless at Jacob Riis Park? Is this true? I have been to most of the beaches that I listed and so far I have not seen any other girls. Maybe I am going to the wrong areas? A friend told me that Jacob Riis Park section or bay 1 is topless and clothing optional. Please help.
