Fort Tilden area is NOT a good place to be nude. Would of been great, but a couple of perv's spoil the whole thing. Now, its patrolled often, including helicopter flyby's and beach jeeps. Topless is fine.....as it is legal in NY state.
: Bay 1 at Riis Park (all the way to the left as you face the water) is topless, but no longer clothing optional. Every time I have been there, there has been at least one topless female. Bay 1 is also the gay/lesbian favorite. It used to be nude, but there was a crackdown about 10 years ago, after sex on the beach became frequent. If you want to be nude, the beach in Fort Tilden (directly west of Riis Park) is a possibility. It is sparsely populated, and occasionally patrolled by National Park Service rangers, who might tell you to put your bottom back on.

I have been to most of the beaches that I listed and so far I have not seen any other girls. Maybe I am going to the wrong areas? A friend told me that Jacob Riis Park section or bay 1 is topless and clothing optional. Please help.
