I was just there in March and the last post is generally true. In my opinion the best area now is between 15th and 20th street. Back in late 90's, 3rd street was the best, now its not even worth going to. 8th street on the weekend is where the local teen - hang, its a zoo in the afternoon, police are all over that area.
