Sorry to be the voice of doom again and again, but no, neither Tenth Street nor Spa 88 is okay with nudity. They sometimes turn a blind eye to toplessness, but only sometimes. Depends on who's working there the day you go, how crowded it is, etc. But you certainly don't see a lot of toplessness.
