You obviously don't know Baja. Sure there are no freeways but the roads are not crowded and you can drive pretty much the same as in the mountains of the Western US although the road is a little narrower and RVers need to be cautious.

The problem with Loreto is it's really hot in the summer and it's not tropical in the winter. Swimming in the sea is not viable in the Dec to Mar period unless you are used to cold water. Also, there ain't much to do around there at night. Cabo has the nightclubs and a tropical climate. That said, there are not too many places more beautiful than the Loreto - Muleje area in the Spring and Fall.
