On the stairs, everyone is clothed. But I guess maybe he was after upskirts? Pretty strange after just having left a beach where almost everyone is naked. No - it was not me :)
I did see a woman climb the stairs topless - first time I'd seen that. I was curious as to how far up she would go before putting on her top, but i couldn't keep up with her. Later I passed her 20 steps from the main road putting it on, but I'm always too tired at that point to even care :)
