I wouldn't go that far...you'll get people's expectations up. In reality, less than 10% of the women on South Beach go topless; while it's refreshing to see a change in American prudish attitudes about beach attire, it's still not the south of France or Spain. If you can't get down to S. Beach to "research" this stat yourself, simply go to Erdman Video and click on their Miami Beach cam. All those little ants in the shots are people, and the overwhelming majority of women are not displaying fried eggs.
Things are still too prude here.
