I've heard that topless sunbathing is illegal in Mexico but I've seen it done from Cabo to Tulum. I highly recommend Playa Del Carmen. It has a number of beautiful resorts and there are always lots of topless sunbathers...even walking down the beach. Warning: I get much of my material from PDC so don't go calling the police if you see me shooting photos of you ;-)
