In most of Mexico, topless is not condoned and nudity is illegal. The main exception is the Riviera Maya between Cancun and Tulum. Playa del Carmen is famous for its European topless sunbakers.
On the Pacific Coast, only Zipolite has regular topless (and nude) use.
