For those that have visited Blacks over the past, say, 20 years, most agree that it has changed.
Originally (1970s through 1980s), nudity at Blacks was acceptable from just north of the Scripps pier for about 2 or 3 miles. Being a great place for surfers, you have a very large, and mixed crowd. You would see a lot of nudity, some say it was several thousand on a sunny weekend (one nudist book reports that there were supposedly 10,000+ at Blacks in the hay day during one march for nudity demonstration, but that's extreme).
Things happened in the 1990s onward. The crowds got smaller, and although there were always a higher number of males than females, the ratio got extreme. A lot of male perverts (by anyone's definition) began to show and scare off the females. These guys, typically 40 to 70 years old, flabby guts and unattractive, would gawk & stalk any females coming alone ("slugs"). Some would masturbate around these women. Single women then (and now) are swarmed by men like flies around a dump.
The side of the beach south of the line separating the City of San Diego does not allow nudity anymore (as of about 3 years ago). The cute beach bunnies that would come for the surfers are mostly found south of this line.
The crowds this past sunny Memorial Day were probably about 500. I saw maybe 10 single females on the entire stretch in the nude area. Most females are coupled with a guy. In addition, the ratio of women that will go nude is also down. Single women will typically not go nude, or just topless. The few times I've seen an attractive female by herself get totally nude, within 3 to 5 minutes, the slugs start coming up to her trying to make conversation. At that point in time, it is hopeless for her because even if she is tries not to talk to them or look at them, they usually don't have the IQ to get it and will still try to talk to them. In front of her towel about 10 feet you will see guys throw their towels down next to each other to see directly into her crotch...very obvious and very obnoxious. This keeps up until she can't stand it anymore, which is anywhere from about 20 to 40 minutes, and she leaves.
In the nudist stretch, the ratio of men to women is now between 85% and 95% on any given day, with the few women there being coupled with a guy.
Out of all the nude beaches I've ever been, which is about 30 world wide, Blacks is the worst when it comes to male to female ratio.
The only redeeming thing about Blacks is that one will usually see at least a few very attractive women that came with a guy, and enjoy walking the beach naked.
